The manor's name was first mentioned in 1357 when the Rummelu family received the manor as a fief. The manor park and some of the manor buildings have been preserved. Since 1961, the buildings have housed Mežupe Primary School, which educates children with special needs.
The museum was established in 1987. Historical materials reveal the history of Purmsāti village and the development of special education for children with special needs at Mežupe Primary School over the years.
